Ce este certificate of entitlement și pentru cine anume este necesar

În noiembrie 2025, Home Office anunța că din 25 februarie 2026 , atunci când implementarea ETA va fi generalizată, cetățenii britanici și irlandezi, inclusiv cei cu dublă cetățenie, sunt exceptați de la obligația de a avea ETA și le recomanda celor cu dublă cetățenie să se asigure că au un pașaport britanic valid sau un certificate of entitlement, pentru a evita probleme precum refuzul îmbarcării după acea dată.

Iar lumea a început să se frăsuie, unii să intre in panică, aoleu “s-a dat lege nouă”, iar influenkerii să debiteze tâmpenii și fake newsuri cum că britanicii nu mai pot intra cu propriul pașaport și trebuie să plătească taxă de £589 ca să poată intra în țara lor.

Și nimeni nu a înțeles ce-i cu certificatul acela și de ce cei care au dublă cetățenie trebuie să intre în UK cu pașaportul britanic /sau cu cel românesc cu certificat atașat.

În primul rând, din 25 feb nu se mai intră în UK decât cu pașaport britanic, cu eVisa sau cu ETA – dacă nu ești rezident aici și vii turist.

Dacă ești român care și-a luat și cetățenie britanică, ai dreptul permanent de ședere obținut prin cetățenia britanică. Ca britanic nu poți să aplici pentru ETA cu pașaportul britanic, că nu vizitezi țara în care trăiești. Nici cu pașaportul românesc nu poți să intri, că odată ce ai obținut cetățenia britanică, la frontieră nu mai ești tratat ca persoană cu settled status, ci ca cetățean britanic, iar pentru asta sistemul cere pașaport britanic sau document echivalent. Așa că folosești pașaportul britanic ca să intri în UK, și dacă ai cetățenia dar nu ai aplicat pentru pașaport britanic, atunci aplici pentru certificatul care confirmă dreptul de reședință(Certificate of Entitlement) care se atașează în pașaportul românesc.

Cetățenia nu înseamnă că ai automat și pașaport, trebuie să aplici pentru el, nu vine singur la ușă.

Ce face certificatul ăsta? Păi este o dovadă oficială că ai dreptul de reședință în UK fără restricții de imigrare, când ești cetățean britanic și nu ai un pașaport britanic care deja dovedește acest drept. Nu este o viză. Aplici pentru el și călătorești cu pașaportul românesc+certificatul.


Aceasta este soluția pentru cei cu dublă cetățenie care NU doresc pașaport britanic, dar vor să folosească în continuare doar pașaportul românesc/pașaportul țării de origine.

Poți aplica pentru acest certificat de drept de reședință pentru a demonstra că ai dreptul de a locui în UK fără restricții de imigrare. Certificatul se atașează la pașaport.

Cum să aplici depinde de faptul dacă te afli în UK sau în afara acestuia.

Nu poți obține un certificat dacă ai deja un pașaport britanic sau un certificat de drept de reședință valabil într-un alt pașaport străin.

  • Costul certificatului în UK este de £589.
  • Completezi formularul online.
  • În mod normal îți poți păstra documentele în timpul procesării.
  • Nu poți primi consiliere de imigrare prin acest serviciu.

Timpul de procesare este de obicei până la 8 săptămâni pentru aplicațiile online cu trimiterea documentelor prin poștă.

Dacă cererea este aprobată, certificatul este trimis împreună cu scrisoarea de decizie.

Dacă aplici din afara UK:

  • Trebuie să aplici online.
  • Costul certificatului este £589 și în străinătate.
  • Timpul de procesare este de obicei până la 3 săptămâni de la prezentarea la un centru pentru vize.
  • Dacă aplicația este aprobată, certificatul este trimis cu scrisoarea de decizie.

Taxa nu este returnată dacă cererea este respinsă pentru că nu îndeplinești condițiile sau nu ai furnizat suficiente dovezi.

Când nu ai nevoie de certificatul acesta: atunci când deții un pașaport britanic .

Așadar: Începând cu 25 februarie 2026, o persoană cu dublă cetățenie (română și britanică) care intră în UK este obligată să folosească ori pașaportul britanic valid sau celălalt pașaport cu un Certificate of Entitlement (Right of Abode) atașat, pentru a evita refuzul de îmbarcare sau intrare.

Iar dacă vă sperie știrile alarmiste de pe social media, amintiți-vă că influencerii aceia nu-s acolo de grija voastră, sunt ca să facă trafic și bani postând content, așa că verificați pe gov.uk, unica sursă relevantă.

Persoanele cu dublă cetățenie, trebuie să călătorească în UK ori cu pașaport britanic valabil (sau irlandez), ori cu alt pașaport valabil + certificate of entitlement.

Situații:

Sunt cetățean britanic cu cetățenie română. Am nevoie de pașaport britanic pentru a intra în UK sau trebuie să aplic pentru ETA?
Ca cetățean britanic, nu aveți nevoie de ETA.

Ca persoană cu dublă cetățenie, trebuie să călătoriți în UK ori cu un pașaport britanic valabil (sau pașaport irlandez), fie cu pașaport românesc împreună cu un Certificate of Entitlement to the Right of Abode in the United Kingdom. Acest certificat este o dovadă oficială că ai dreptul de reședință în UK fără restricții de imigrare atunci când nu ai un pașaport britanic care deja dovedește acest drept.

Dacă copiii dumneavoastră au dublă cetățenie, se aplică aceleași reguli.

Sunt cetățean britanic. Copiii mei s-au născut în România. Au nevoie de pașaport britanic pentru a intra cu ei în UK?
Dacă un copil s-a născut în România din cel puțin un părinte britanic și copilul are un pașaport românesc, dar nu a solicitat niciodată un pașaport britanic, acesta trebuie obținut pentru a călători în UK după data de 25 februarie 2026.

Dacă un copil este deja cetățean britanic, nu poate obține ETA pentru a intra în UK. Va avea nevoie de un pașaport britanic sau de un Certificate of Entitlement atașat la pașaportul românesc.

Ar trebui să verificați ca să fiți siguri dacă copiii voștri sunt britanici: Check if you’re British, iar dacă sunt, ar trebui să solicitați un pașaport britanic sau un certificate of entitlement ( în numele lor) pentru a-l atașa la pașaportul românesc.

Ce se întâmplă cu cetățenii români care ar putea fi britanici, dar nu au avut nicio interacțiune formală cu guvernul britanic pentru a „revendica” acest statut?
Dacă sunteți cetățean britanic automat, nu trebuie să faceți nimic pentru a cere cetățenia britanică. Sunteți britanic prin efectul legii.

Cetățenia automată operează prin lege, dacă se îndeplinesc condițiile necesare la momentul nașterii. Pașaportul doar confirmă cetățenia, nu o acordă: legea o stabilește.

În această situație se afla mulți copii de români, născuți în UK, din părinți care dețineau settled status la momentul nașterii copilului, dar nu au aplicat pentru pașaport britanic. Unii parinți au crezut că e de ajuns certificatul de naștere britanic ca să fie cetățean și au presupus că pașaportul le vine și el automat, ca și cetățenia, sau că nu e nevoie de el. Este nevoie să aplice pentru pașaportul britanic al copilului dacă ies cu copilul afară din UK. Iar certificatele de naștere nu sunt documente de călătorie.
